It is not customary international law and remains a propaganda phrase, not a legal concept.

So the state, with its neo-con “opposition” and media closely in step with its neo-con government, seamlessly adopts a new power to kill its own subjects based on secret intelligence and secret legal advice, and a very weird definition of “imminent” that even its author admits to be outside current legal understanding.
The Usual Warmongers
It is very reminiscent of the entirely fake narrative of a (non-existent) tank column sweeping down to massacre every civilian in Benghazi, to halt which we had to murder, by bombing, many thousands of civilians in Sirte, several hundred miles away and containing no tank columns.
Inevitable Payback
In this globalised world, if we launch weapons of great destructive power into communities abroad, incinerating and shredding women and children, we cannot avoid the fact that those who identify with those communities – ethnically, culturally and religiously – will take revenge on people here. If we are lucky it will be revenge on combatants. If we are unlucky it will be on our innocents. But either way, the truth is this. We caused it.
Weasel Words
The former Foreign Secretary said: “At all times I was scrupulous in seeking to carry out my duties in accordance with the law. I hope to be able to say more about this at an appropriate stage in the future.”
I hope so too, and I hope that the appropriate time is either at the Old Bailey or The Hague.
A Helot Society
The notion that only the rich should be allowed to have any enjoyment in life is deeply offensive. It is fine for the Bullingdon Club to get plastered on Krug and cocaine and smash up restaurants. That is all jolly japes and high spirits. For a desperate man to seek solace in four cans of Tennant’s strongest or a bottle of Buckfast is however a dreadful sin and sign of social irresponsibility.
